Although the 3 m distances shown are enough for an ordinary car to stop, a bus on a regular passenger service is prohibited from stopping outside its stop points.
Under the Rules, public transport vehicles (route vehicles) are prohibited from stopping outside the stop points designated for them (clause 85). Although the distances shown (3 m after the pedestrian crossing and 3 m from the left edge) would make stopping allowed for an ordinary car (clause 84), there is no sign here marking a bus stop. So the bus driver is prohibited from stopping to pick up passengers.
Option 2. Route vehicles are prohibited from stopping to pick up passengers at arbitrary places, even if the general stopping rules are met.
