During a driving lesson, there is no exception that lets the learner drive without fastening the seat belts.
Under the RA Law on Ensuring Road Traffic Safety (article 24), a driver must wear a fastened seat belt when driving. The law lets the driving instructor go without a seat belt while the learner is driving, but not the learner: the learner is the one controlling the vehicle and must be belted in.
Option 2. The law does not exempt learners from the mandatory use of seat belts.
Option 3. Personal discomfort or difficulty is not a legal reason for not fastening a seat belt.
Option 4. The instructor has no power to let the learner go without a seat belt; the law's exception covers only the instructor.
