Going out into the road in this situation, we are obliged to give way to — Tesakan

Going out into the road in this situation, we are obliged to give way to

When driving out onto the road from an adjacent territory, you give way to both drivers and pedestrians.

When driving out onto the road from an adjacent territory, such as a yard (clause 38), the Rules require the driver to give way to all vehicles traveling on that road and also not to obstruct pedestrians.

Option 1. You must give way to all vehicles traveling on the road, whichever side they approach from, and also to pedestrians.
Option 2. This option is incomplete, because it does not mention the mandatory duty to give way to pedestrians as well.

Which way is it allowed to approach a pedestrian waiting on the sidewalk? In this situation who is to give way?
