In this case of straight driving is it allowed to — Tesakan

In this case of straight driving is it allowed to

The truck waiting to turn left is an obstacle in your lane, and the double solid line prohibits bypassing it on the left. So you are allowed either to wait or to bypass it on the right, if it is safe.

The truck ahead is standing still, giving way to oncoming traffic before turning left, and it blocks your lane. The opposing flows are separated by a double solid line (1.3), so bypassing it on the left is prohibited. Under the Rules (clause 67), when an obstacle to traffic arises, the driver must reduce speed, even to a full stop, and bypassing the obstacle (here, on the right) is allowed if the driver is sure it is safe for other road users. Therefore, you may either bypass the standing truck on the right or wait until it moves on. Since each of these actions is allowed on its own, the option that includes both cases is correct.

Option 1. Bypassing on the right is allowed, but this option is incomplete, because waiting is also a lawful choice.
Option 2. Waiting is allowed, but this option wrongly suggests that this is the only thing you may do.
